As in Guinea, FIFA has decided to extend the tenure of the members of the normalisation committee in Chad. Initially appointed for a period of 11 months, the CONOR is now on course for a mandate of almost two years, with a record that raises questions. Led by Jacqueline Moudeina, the Chadian committee has long been hampered by ego battles over who really held the power. As with other normalisation committees around the world – Haiti in particular – no significant work was undertaken during the first year. Worse still, the new officials seemed quicker to ask FIFA to pay their salaries than to actually get down to work.

Delays on the tasks set by FIFA
With no real solution on the table, FIFA has nonetheless given the CONOR another chance, even though it boasts of a few successes, such as the revival of the Chad Cup and the restart of the national teams. These are very meagre achievements – what makes them a particular success? – and they mask the delays on the new statutes and on the groundwork needed to ensure fresh, free and transparent elections, the two basic missions set by FIFA.
Polluted by countless instances of political interference over the years, Chadian football is still moving in slow motion, CONOR or no CONOR. That is cause for concern about the future, especially when officials have an unfortunate tendency to sweep potentially embarrassing matters (abuse, embezzlement, etc.) under the carpet.
